Dr. Soon-Joo Wang , Professor
Department of Emergency Medicine, Hallym University, South Korea
Biography: Dr. Soon-Joo Wang is a tenured Chief Professor of Emergency Medicine in Hallym University and also Head of Emergency Medicine Department and Emergency Center. He has a degree of Medicine and Management PhD. He is a board-certified specialist in Emergency Medicine, Surgery, Traumatology, Geriatrics, Sports Medicine, and Critical Care. He is a recognized expert in Emergency Medical System, Prehospital and Disaster Medicine, Human and Medical aspect of terrorism & CBRN response, Emergency medical informatics & Mobile Smart Health. He has published over 100 publications of research or textbook and has presented as an invited speaker for more than 20 years. He was the president of many national academic societies including Disaster Medicine, Emergency Geriatrics and Burn. At present he is the vice president of 1) Korean Society of Hazard Safety, 2) Korean Society of Hazard Mitigation and, 3) Korean Society of Societal Security. He is still doing the related work for human safety, emergent lifesaving.
Topic: Healthcare in Emergency and Disaster: Lessons and New Technologies
Abstract: Every year, disasters impact human lives and take a significant economic toll. Science plays a key role in reducing disaster risk and mitigating impact. Traditional medical responses in the event of a disaster or emergency situation are still effective, but existing emergency response may not be enough as the cause of the disaster or emergency is diversified and new technologies have been developed.
Until 20 years ago in the field of emergency medicine, the new technology was merely a remote mobile transmission of an electrocardiogram (ECG) which was called as telemedicine. However, mobile image transmission through analogue network was changed to digital network, and in recent years, real-time video monitoring of emergency situations has been made possible. This is due to the fact that high-speed mobile data transmission is possible. The Social Network Service (SNS) can also make contact under unstable communication environment, find missing family members, or exchange information simultaneously among emergency responders. In a disaster situation, the danger of the scene is no longer covered fully by human. The robots and drone are responsible for the search and rescue work in dangerous places in the field. There is no longer a need for human to go directly to search and rescue on dangerous sites in the case of radioactive or chemical contamination, but the problem is that robots and drones are not yet sufficient in medical function. Utilizing big data and artificial intelligence can help in emergency situations if quick and accurate decisions are necessary. The sample applications are as follows ; proper deployment and transport of ambulances, prediction of disaster situations, prediction of hazardous substances spread, requirement of psychological support, prediction of human behavior patterns of the crowd during disasters, automation of severity classification(Triage), reading of emergency imaging examination, diagnostic priorities and suggestions for treatment based on laboratory examination. Block Chain and Cloud technology can safely store patient medical records in emergency situations. The emergence of this new technology does not replace the existing basic medical response in the emergency situation, but it can be a way to overcome the barrier of traditional medical response, and its specific application is increasing.
